I see a lot of stick to those who tested this in beta and i can only imagine this issue didnt arise, i dont belive the streamers contribute little either the ones i watched didnt only report but highlighted some issues in depth on thier stream... and as poor as the release went for mythic plus i think more credit should be given to those who develop such an expanisve game and have done so for many years even if the quality is dipping towards the inevitable and eventual end of WoW

Why should it? So far everything is like in Legion. In Legion during the first raid week base ilvl cap for mythic+ was 850 and TF cap 895 (880 mythic EN base ilvl). Now it's 355 base cap for mythic+ and 400 TF cap (385 mythic Uldir base ilvl) so again cap should be +15 of mythic Uldir base ilvl.
If they dont rollback, I'll be very disappointed in Blizzard.

full mythic raid gear first week in mythic+
We just successfully 3 chested an atal dazor +3. Instead of getting a +6 key we got atal dazor +2 like we failed it. Feels good.
It is absolutely pathetic that this has happened. What sort of testing goes in Blizzard as it comes across as non existent.
BFA is a mess.
It's almost unbeliavable that things like these happen on live, it feels like they don't give a fuck anymore, not even testing this basic stuff

If not a single person from their stuff came up with an idea like this, they are dumb as fuck. I literally went to my order hall the moment i dinged 120 to check what loot I'd get from Legion mythic cache (was Legion level loot though).
