That's right but the sequence of bosses is different which can be a problem in progression through higher difficulties of the raid.

If encounters will be totally different between Horde and Alliance, one of the faction raids will be easier than the other, no way around that. This will spark a shitshow of "WTF X FACTION HAD IT EASIER/HARDER, THEY DON"T DESERVE IT" etc.

They basically announced that the Azshara raid is the follow up to Uldir and she will be similar to Legion's Gul'dan when they announced BfA during Blizzcon.
