You could argue the government of the Forsaken is evil (e.g. Sylvanas, Nathanos, the Deathguard, and the Deathstalkers), but this discounts the notion that the populace of the Forsaken is varied. "Before the Storm" itself puts the more human face of the Forsaken into pretty stark relief - individuals such as Elsie/Vellcinda Benton, the Felstone brothers, Annie Lansing, Tomas Gray, and Parqual Fintallas show that the Forsaken are not all to a one evil people. A government is not exactly the best representative of its people, especially not when the government in question is itself an absolute monarchy headed by an undead, immortal queen.
