Cooking ranks pointless

I was leveling my cooking and noticed most (all?) rank 2 and 3 recipe actually don't decrease the mats required. Am I missing something?

Feast Ranks decrease the material cost.

Either way, Ranks provide some benefit in either output quantity or input quantity.
