They are not. It's the BfA version, same with addons.

it's the first time i hear about it.
i'm talking about macros like:
"if X-ability is on cooldown, cast Y-ability instead"
"use trinket, cast blood fury, cast X-ability"
"if friendly-target is ABC-class cast BoW, it friendly-target is XYZ-class cast BoM"
"use food, use drink, cast shadowmeld"
"cast berserker stance, cast intercept, cast battle stance" (multipple button presses)
"cast pickpocket, cast cheap shot" and "cast pickpocket, cast sap".

I think Charge while in combat was nerfed during Vanilla, but im not sure.
The macro is documented in old Swifty's Warrior Tricks videos.
They've been open and honest since 2017 that some things are changing because the game is being hosted on the new server and b.net infrastructure by necessity. Macro changes are part of this, so is the improved report feature (though it's much more forgiving than in BFA), server sizes, and a few other matters. The phrasing has always been, "as close to the original experience as possible," but some things just aren't possible to bring back on the current server and b.net infrastructure.

i'm not 100% certain about the second one, but the first one was certainly possible. i know i used it often.
it was simple, you just made a macro and placed every ability below eachother.
first you placed the one that had priority, of course.
so the game ignored the first one if it was on cooldown, and cast the second one.
if you pressed it twice, and no ability was on cooldown, it cast both.

Castsequence is the best to simulate those types of macros.
Not the best...the only option i mean.

For some people i bet it's going to feel strange to actually play the game and not automate rotations haha.
The new macro system is also very powerfull. Just cant put abilities with gcd together in one macro and have them "fall through" all the lines if you cant cast the first line.
You can even let a macro cast something while you are in combat and something else while you out of combat. Just put [combat] in front of the ability in your /cast macro. Should work. (Will check some stuff later in stresstest to confirm what works)
/cast !Auto Shot
prevents you from de-toggleing auto shot again. Works with every "on toggle" ability. You can do chain eagle eye casts with this, pretty fun.
I like the new system more tbh.
