I don't think there's a checkbox labeled "I'm ok with serving my users malware and redirect ads".
It's lack of moderation on the ad network's side, and sadly none of the larger ones (as in, large enough to offer appropriate revenue for the traffic popular sites like MMOC or Wowhead generate) care enough about this.
Wowhead has similar issues because malicious ads are aimed at such high-traffic venues. At least for Wowhead I know that they went through several ad networks to at least reduce the number of bad ads.

It's their website and they are responsible for the content that goes on it... They don't get to just pass the buck onto the ad network when they are specifically making a choice to use that ad network, and profiting from it at the expense of their own users getting subjected to screen hijacking ads constantly when browsing on mobile devices.

It's a problem, and it's on their website specifically. From there, they can either work to address the issue and stop pissing people off who use mobile devices to browse their site, or start risking decreased traffic from the largest segment of the people browsing the internet.

Every time I load a page, if I attempt to click on a a forum topic on my phone, there's about a 75% chance I'll get an overlay ad that redirects me or it will do it automatically if I don't force the page to stop loading before it pops up. Seriously though, fix this invasive ad garbage.

Still not fixed. Have to reload the page multiple times and be super fast until i can use it on the phone.

They are, but if they don't know the URL of the ad, they can't remove it, since it's a manual blacklist

Just saw this. Was on desktop (MacOS X, 10.13.6, Safari 13) and got one of those fake Flash upgrade ads.

Now that I've seen the top post, I'll see about finding the URL and reporting it. Never seen it happen on the desktop. That's new by me. Mobile? yeah.

Pretty sure it's just one of the many ads MMO-C is hosting. I doubt it matters where you log from.
