Azshara isn't going to get a "punishment" or even stand trial.
She's been a villain ever since WC3. This isn't a re-do of Garrosh or even potentially Sylvanas with the idea of "standing trial for crimes" against Azeroth.
She knew exactly what she was doing. As of 8.2 both factions know what she was doing and trying to do.
Now if you mean potentially being punished by N'Zoth for failing, perhaps something à la Varimathras being tortured in Antorus.
But Azshara was supposed to be beaten by us. That was N'Zoth's plan.

Punishment? She is the rightful ruler of all elfkind. If anything they should be punished for betraying her.

I think the Highborne should unite under the Horde banner. Azshara can lead the naga but not as a slave to warchief but as A QUEEN, like Talanji.
Also, I don't want any punishments. Either have her and N'Zoth be power couple or have Azshara lead night elves/returned highborne/nightborne since Tyrande (well, writers, actually) is doing a poor job.

To me it just liked like somebody in shock when being revived. Also, I don't see any reason why N'Zoth should be angry at her. She did her job.
She freaked out pretty badly when Thalyssra and Jaina worked together claiming that they were weaving a spell to prevent her from leaving that room during our battle. I'd figure trapping her in a small room, without any servants to worship her or being able to exert any influence on the world, would be a good punishment. What better for a power mad lunatic who craves attention?
Make her do the leveling experience of Zuldazar over and over
