kinda hard to say, since there are so many diffrent types of horror movies.
But i would probably go with 1982´s version of The Thing.
Bram Stoker's Dracula (1992) if we are talking just spooky, Halloween movies
Halloween (1978) is the winner for me on that poll though.
Silence of the Lambs is a Horror movie now?

Probably debatable, but some movies are multi genres. Some classify it as a psychological thriller. Wikipedia describes it as "The Silence of the Lambs is a 1991 American neo-noir psychological horror film."

Damn!!! It's one of my top 3 too, I don't even know how I left it out.
Insidious(2010) you do not want to see this movie.
Alien(s), Predator (Somewhat of a horror movie, specially on your first watch imo), Jaws are all movies I grew up with, so I might be biased.
I do think the first Saw was a really good movie aswell. I also like the idea of the Cabin in the Woods for some reason.
The Exorcist without a doubt.
Alien is more of a scifi action than a horror movie imo.

Classic horror movies are the best, even though they're not necessarily the scariest anymore.
Alien/s, Halloween (1978), Jaws, etc.
However my favorite modern horror movie is definitely Evil Dead (2013). There's a lot of nods to the original (it's meant to be a continuation of the story, not a remake). Fantastic practical effects (no CG effects at all except for touch-ups), great gore, tense situations, lots of ickiness - overall IMO a great supernatural horror movie.
Psychologial horrors are kind of their own thing IMO, and I like Exorcism of Emily Rose as an example of that genre.

In general horror dont scare me, so my judgement is based mostly on what was the better more entertaining films to me. Alien and The thing are probably the better ones to me, simply because it does not try to scare me, but instead was interesting outside of any kind of scare.
