I get the impression that Uther was resting on his laurels a bit. From his attitude to the Blackrock orcs to general lax involvement when the Plague started acting up. He hadn't had proper adversity since the Second War and so he disengaged from the situation at Stratholme without really having any alternatives in mind. He's not a bad dude, he did try to stop Arthas later, but he was just unprepared to solve the problem.

I had two theories about this one :
1/ Just like those useless zombies/mor'ladim skeleton model revamp you don't see in any BFA zone (or I missed them), I think it might be some hints about a future world revamp
2/ Blizzard maybe planed a warfront in the plaguelands, but quickly changed their mind so they just placed the tomb of uther and added later the few zombie model they've revamped.

He turned his back on a young Arthas when he needed him and left him to cull all the civilians in Stratholme on his own. He let a kid do all the dirty work, so that he could still be the good pure paladin. The people at Stratholme HAD to die. It was blindingly obvious, but Uther refused. How the hell was Arthas (who was 19-20 at the time) meant to not lose his mind a bit after that?
I always found the fall of Arthas as much a story of all those around him, and their moral elitism as "the good guys" that stopped them from doing what HAD to be done. If Uther had stood up, and done what was needed, the set of events that led to Arthas becoming the Lich King would never have happened.

It's to set up for Warlords of Orcnor Undeath where Blizzard banks in on nostalgia for the thousandth time and because Sylvanas doesn't have much of a force anymore.
Arthas was prince at the time and had the higher order in the chain of command. What Uther did was rebellion against his higher commander - which takes balls in a monarchy.
Yes, he was his mentor in Paladin way, but couldn't do much to stop him, unless commence a coup or something. Besides, at that point, no one knew that Arthas will get Frostmourne in Northrend. That actually made Arthas the Lich King.
Uther is like Baine. That piece of crap would have let Lordaeron to the scourge to not hurt his own feelings.
He didn't mind sacrificing the sanity of the prince of Lordaeron instead and when he abandoned Lordaeron and was striped of his power in the chain of command he cried and lied to a weak king to get it back. And first thing he did then was to make sure that Arthas would die.
That guy was crap.
Uther did have something to do with it, though. Uther noticed there were times that Arthas reacted violently or went above and beyond how a paladin should act, but didn't do anything. He rationalized it that he wanted to see how powerful Arthas could become before he reined him in and shaped him into a proper paladin. And we all know how that turned out.
Could be there was a purpose for it that was later canceled. I remember Lordaeron Capital City's fallen bell was re-modeled back in.. MoP, I think? No apparent reason for that either.
Now you see it. Now you don't.
The key difference between Uther's Tomb and WSG and AB is simple.
WSG and AB, get used... every. single. day. by anyone who does PvP; it is content that everyone uses on a daily basis, the fact it took so long to get that update is more baffling than the fact it got one.
When does Uther's tomb get used?
1. For a vanilla quest that hasn't been relevant since 2006.
2. An escort quest added in Burning Crusade that hasn't been relevant since 2006.
3. An in world holiday that barely lasts one day that no one remembers exists in retail. (which also has no relevance to retail either)
4. The Ashbringer questline in Legion, which is no longer relevant as of BFA
Of the 4, only one is even remotely relevant, only used ONCE in a single quest chain, and otherwise outdated and no longer relevant to current affairs. it exists solely as a historical piece at this point to showcase the expansion's key feature.
Your insistence that it was simply updated for the sake of one quest is highly overvalued. As I've stated before, Blizzard does not waste resources on this kind of thing with wanton abandon. Its usually created for content that eventually got cut, or content yet to come(I.E. relevant, current content available in current expansion, or content that was intended but cut before it could be implemented).
Neither of which has been showcased or verified by anyone as of yet, but to insist it was done for oudated content alone is wildly wishful thinking.

This thread reminded me how unfair Paladins have been treated the last years in the story. Turalyon is back but left irrelevant as a Warfront npc, Liadrin is garbage and also limited to a Warfront npc. Tirion died in a somewhat unsatisfying way, Maraad died too.
As for Uther, he's been dead since the beginning, so it wouldn't make sense to bring him back when the plot is irrelevant for him to intervene. Made sense when he appeared during WotLK and Legion Paladin quests, and I don't remember quite well if he did appear in the latter.
