Sylvanas seemed to just want to kill everything and didn't care who it effected since in death they become her slaves anyways. Since she pretty much said so that the horde was nothing and everyone else is nothing to her how is she innocent?
Sylvanas is the hero, she saw in Saurfang the potential to wipe out all threats from the universe, so she decided to send him directly to the Shadowlands where he'll be able to cleave down the God of Death or whoever is in charge down there, instead of going full kamehameha mode on both armies with her superpowers (which she should have done if she really wanted to "maximize the death count").

and yet she is still around and kicking all these years later (unlike some characters), has already fed enough souls to the death thingie as per the actual plan (and will get more from the NZoth raid) and got cool new death powers + superman flight
also like half of those things you listed she either didnt even plan to do or you just outright made them up

she will get jsut as much or more from Nzoth grinder, while also having him get dealt with so he cant threaten her Death boss/plan

Also on the innocent thing, you can question what she said and her motives all you want, but burning down a tree full of innocent civilians is far from innocent. Everything else could be debated, can't really debate innocence in that one though. Especially when the original plan was to hold them hostage with a siege, it was her and only her choice and order that caused them to be killed.
