Could be outdated? I am pretty sure Blizzard does new expansions at the release of a new one. So they could've put Ny'alotha in 8.3 and changed the map.

I've been wondering if that pic is actually real, but it's just old and the plans for Ny'Alotha changed. This could have been some very early Shadowlands presentation.

Fair chance I'd agree with. I think there's an equally fair chance it's on Azeroth somewhere and that's simply where the Shadowlands is crossing over with our world.

If Bastion IS the blue and white city in the picture, the color scheme and aesthetic looks way too close to Spirit Healers to be anywhere on the physical plane of Azeroth.

It's certainly possible, the N'zoth Nazjatar map that was then left unfinished and finally removed in the latest 8.3 build would line up with that line of thought IMO.
