Disregarding the current condition of every soul going to the Maw, I think the usual "qualifications" are pretty high considering Kael wasn't sent there despite selling his people to the Legion and their world-ending agenda. Revendreth sounds a like a foul place in itself, so it's not like you'd get off with community service for engaging in less than absolutely horrible deeds. And wasn't Maldraxxus also about evil, just not solely? Garrosh's vision for the Horde was about building something, not just destroy everything and be done with it, so I don't think he'd deserve the Maw. In the end not that many mortals in Warcraft are wholly evil, like Gul'dan.
