    IIRC airspace was closed to a certain altitude, but it definately should not have been there imo. Thing is that “rebels” should not have the equipment or expertise to shoot down planes at that altitude.

    There's two factors to it, firstly Ukraine expected whoever shot down the Antonov transport would be able to either correctly identify a Boeing-777 or at least distinguish it as commercial air. Secondly they were greedy and didn't want to lose the revenue from the airspace.

    The day MH-17 was shot down the Ukrainian government knew with 100% certainty that the separatists were operating Buk units in the area, because they had overrun the Ukrainian air defence positions in the area, stolen their Buks, and used them to shoot down one of their Antonov transport planes.

    What lies Russia told Ukraine and Whether or not Ukraine were foolish enough to believe them is irrelevant really, they already had enough information to know the separatists could shoot down airliners if they were incompetent enough and should have closed the airspace.
