What would you expect the AVERAGE wow player clear in a raid for a season?

If I have 25 frost resist and a mage casts frost spells, what chance do I have to resist it outright and are any frost attacks non-binary since they all slow or root you?
I'm trying to figure out if there is any value in having 35 frost resist from +5 shoulders, +5 cloak, + 15 trinket.
How about for shadow/fire?

Do I need to overcome any precision talents in frost such as the +6% chance to not be resisted?
