I have the mainhand on a warrior and offhand on a rogue.

Can I xmog both of them on my DH with the new 8.3 restrictions?

Or do I need to get the achievement (both on same character) and then do TW BT?

Yes, you need to have both on the same character, to get the first achievement, so you can qualify for the second achievement when you defeat Illidan on Timewalking Black Temple raid. You only get the 2nd achievement when you kill Illidan after acquiring the first achievement.

You don't have to kill Illidan on the same character with the first achievement. You can have both on your warrior, and then kill Illidan on TW BT on your rogue for the t-mog achievement for your DH.
