She couldn't be, otherwise we'd all be dead and she'd be running around singing songs with N'zoth as they took over the world.

I'd wager that we needed help with Deathwing because of his size. A dragon with a 1200 foot wingspan (his canonical size per Blizz) isn't something we're taking down with Shield Slam and Shadow Word: Pain.

Azshara should have been more powerful as shown in BfA, though. She was empowered by multiple events for over 10 thousand of years.
Yet, she was bested in Nazjatar by some mere mortals and relied too much on minions to fight for her.
Adventure Journal
Queen of the Naga, Empress of Nazjatar, and one of the most powerful entities Azeroth has ever known, Azshara has plotted and schemed for millennia in preparation for this fateful moment. Now, with all the pieces in place, the time has finally come to reveal her end game.
She is supposed to be comparable to Kil'Jaeden and Archimonde. She was said to be near or above Mannoroth before her transformation but if I have learned anything from Warcraft lore it is that power is a literal moving target. A lot of these characters in the lore were set up to be untouchable in some cases and once they made their way into WoW they had to find a way for us to "kill" them so they take huge power losses. Either that or we are just so OP at this point it doesn't matter.
But yeah I have always figured she was somewhere around Kil'jaeden and Archimonde. And even they kinda fell over in WoW.
After the death of Nzoth, she is most likely the most powerful creature on Azeroth. Above Wild Gods and Keepers. Much above than any mortal. Not sure about Neptulon and Therazane.
