Widow has some augments but nothing major, likely a bit above peak male but not by much.

well, if there's augments then that evens things out. if she's above peak male, with her special training, she beats punisher.

1 minute of research easily answers this question - he is not. That's your answer.

If you want to expand on the question to something like "Who would win, or who is more powerful" then that gets more complicated and then maybe some of these answers could be applicable.

While franks has experience fighting augmented people, he mainly goes after the regular gangs the real hero’s are too busy to deal with
The widow is an avengers who kills super powered aliens on a weekly basis as-well as unpowered humans when she pissed off at them.
The widow has better training, more experience and is smarter.
Frank on the other hand has a bad habit of working for the villains

And the time where frank beat a poor Defenceless woman to death after he tried to infiltrate a white supremacists gang.(a storyline that showed frank has issues with black people)

If they're slugging it out, Frank already lost, and it's gonna be Widow.

Which is why the first thing she notices is being slammed into a wall by the .50 caliber round Frank just slammed into the cavity that used to be her chest.

It's all gonna be who decides to take out whom. They'll set the ground for the encounter, and they're both wily enough to ensure that ground favors them. Neither of them play "fair", either. They don't want to test each other. They'd just want to put each other in the ground, as efficiently as possible.

You must be aware that widow was literally a Russian assassin right? Frank working for hydra isn’t The negative you think it is when thor was right there along side him and for the same reason being that they both followed cap’s lead.

As for fighting experience the punisher isn’t lacking in any regard as he’s thought a ton of hero’s and villains as well as aliens and magical creatures like frost trolls elfs ect. Just because he goes from street level crime often doesn’t at all mean he can’t take on the larger threats widow goes up against.

And ya frank killed a woman after being druged while trying to sneak in and deal with a KKk stand in to wipe them out but again black widow was literally a Russian assassin she likely killed far more innocents while under her own control unlike frank.

Would say Black Widow she seems better trained in fighting, Punisher takes as much hits as he deals, he just seem to win on being able to take more hits then who he fights, while Black widow actually can avoid being hit.

Widow is above highly trained because she was Augmented and has a higher pain tolerance then the punisher because of it. Punisher still has the strength advantage but widow is faster (as pointed out by widow her self) the results are up in the air depending on which kind fight it is.
