"It's 14" is a simple answer and comes with a bunch of astertiks which relativate them, most of them aimed at cases where it would otherwise criminalizes other teens of similar or slightly older age, while making it clear that it does not apply to adults of any age. The same applies for many other countries where some low number is taken as gospel but relativated by local laws or other laws. The human brain isn't fully developed until the age of 25. The frontal cortex which deals with sensation-seeking and risk-taking is the last area to develop. Kinda explains the behavior in teenagers and college-age kids.
I think we really need to start educating our kids about the dangers of taking pictures on tik-tok and snap chat. The way some laws are is if you are under the age of consent, take a nude picture, and upload it to your Facebook/tik-tok you've just distributed child porn. You get prosecuted and now you are a sex offender for the rest of your life.
