At least for the last couple of expansions, yeah. Blizz has been "looking" at shamans since like the end of WoD it feels like.
At least for MM, I recall them not being so great early on in the last few expansions. I could be wrong because I don't remember exact numbers but like I do remember BM and SV being much better than MM early in Legion at least.
It's the same for mages, though. Just because one spec does well, doesn't mean the other specs are doing well.
People are gonna play what gives big dick dps, especially for the pure classes, so it's not that noticeable of an issue until you look at how many people are actually playing each spec
Druids, Mages, Rogues, Warlocks, Hunters, DK are those classes who never were bad at any point of the WoW history. All of them always had 1-2 well designed or even OP specs. Out of those the Druids are probably the most loved class.
