No, it seems that the quests are for max level only. I just logged onto a lvl 45 character on the PTR and there weren't any quests available to me.

The event is currently disabled on the PTR.

The responses in this thread are a big reason why companies don't do little fun things in games anymore. Incredible. Reminds me of the selfie camera debacle, which a single employee did on their own time (I believe) and yet caused people to act like blizzard personally killed their firstborn.

I do hope there is at least a semi-reasonable explanation why all the bosses we've killed are alive on Azeroth, but otherwise this seems fine for a prepatch event.

They shouldn't just randomly be back. Yes, some would be in the Maw, but other scourge characters went to other locations in shadowlands like Morgraine for example. Without and additional explanation the only characters on the map that should be back are Lady Deathwhisper and Patchwerk.

The reason why people hated the selfie cam was because in 6.1, it was presented like it was the main feature of the patch. Which, it essentially was as there was hardly anything else to come along with 6.1. If it had come along with some actual content, nobody would've cared.

It's off-topic, but the selfie cam became a debacle, because it was considered a 'major' patch. Sure, it included immediate upload to twitter aswell.
