Xenoblade 2's DLC was literally sold as a standalone game too, it's pretty clear what they consider that to be the DLC itself. Everything else is more just cushion to the "pass". Not really stuff to be sold alone. Which is the same issue a lot of Nintendo DLC falls into, outside of Pokemon/BotW. It's the same with Three Houses, a vast majority of it is cosmetic fluff, and then the actual DLC, Ashen Wolves house.
Which can be taken as "WHY CAN'T I BUY IT ALONE IF I WANT TO!" but in reality, it's just complained about when companies also try to sell $5 cosmetic bundles. So again, I only really count BotW in that regards because it was actually two pretty big events, same with Pokemon.
