For myself: I voted for Harley. But the original Batman: TAS Harley.

I voted for Zatanna simply because I always like the more magical and mystical side of comics. To that end my runner up is probably Raven.

I did have to give some serious thought to Barbara Gordon too though. She had an absolutely incredible comic a few years back about college life.

Harley Quinn is likely at the top of my list as she’s had the best arc of any character I can think of in all of dc with pretty much no one even coming close.

Though her game and movie portrays (Baring injustice) are pretty shitty if you compare them to her serious comic/original show appearances.
