That being said, I wonder, the achivement "balance of power" was acquired on my Druid, but I cannot use the skin on my paladin for the same achivement.
Does that mean that I've got to redo the chain for each toon? that's kinda bad.

And if so, do you guys know if by any chance, that restriction will be lifeted with the pre-patch?

Balance of Power is per toon and isn't being lifted at all yet. However, the last tint that requires the Arch is account wide. So once you unlock BoP on each toon they would have that skin as well.
