Need help picking parts to build a new PC

Prime Day spurred me into thinking I should probably get around to replacing my decade old PC, but I'm extremely ignorant when it comes to manufacturers and most component specs. I would like some help with finding the right parts to build a PC.

    Budget: $800-$1500
    Resolution: 1080p
    Purpose: Gaming
Desired settings: stable 30 fps@medium settings in games like Monster Hunter World/Nier: Automata/Cyberpunk 2077.
Overclocking: No, I don't have enough knowledge to do it and I don't want to risk damaging my PC through ignorance.
    Location: USA
Preferred sites: Amazon, Newegg, PC part picker.
Parts that can be reused: Mouse, speakers, and keyboard.

    I do have some specifications.
    • Monitor size 20-24 inches, anything outside of that range is too small/big.
    • 1-2TB internal SSD.
    • 16-32GB of RAM, I'd rather spend a bit extra now to avoid the hassle of upgrading it a few years.
    • Emphasis or durability/reliability of parts, I plan to use it for at least 5 years.
    • I don't need wifi, my modem/router is plugged into my PC.

Edited to tone down the specs.
Additional edit: I didn't double check my budget, it is a quite a bit higher than I had thought (initial budget was listed as $800-$1100, new budget goes up to $1500).

Also, I don't think you'll be able to hit 4k gaming at that price range, but I'm not 100% sure.

This is particularly a bad time to search for parts. I'd advise waiting until after 11/5.

That's when AMD/Big Navi release and the benchmarks will, too. Black Friday may have some good deals, too.
I'll edit my post a bit since it seems some of my expectations don't really line up well together. Are prices likely to drop on current/previous generation parts after 11/5? I'm not one to jump into current generation as soon as possible (I don't really trust the latest stuff when it comes to tech, Samsung's exploding S7s are one of flashier examples of why I'm wary of jumping into new tech too soon).

Your budget isn't realistic. Stable 60FPS in those kind of games means you need at least a 3070, more likely a 3080 or AMD equivalent. That's ~$500 to ~$750.

The rest of the system, well, this is about as cheap as possible and uses some questionable components I wouldn't normally pick. Note that this has no GPU or monitor.

    PCPartPicker Part List

    CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor ($199.99 @ Best Buy)
CPU Cooler: Cooler Master Hyper 212 Black Edition 42 CFM CPU Cooler ($29.99 @ Amazon)
    Motherboard: ASRock B550M Pro4 Micro ATX AM4 Motherboard ($94.99 @ Newegg)
    Memory: Team T-FORCE VULCAN Z 32 GB (2 x 16 GB) DDR4-3200 CL16 Memory ($92.99 @ Newegg)
    Storage: Crucial MX500 2 TB 2.5" Solid State Drive ($183.99 @ Newegg)
Case: Fractal Design Focus G ATX Mid Tower Case ($46.98 @ Newegg)
Power Supply: Corsair CX (2017) 650 W 80+ Bronze Certified ATX Power Supply ($79.99 @ Newegg)

As for the monitor. 4K at max 24 inches? Why? There's really no point to it and there are very few such monitors available. Even 1440p 24" monitors are quite rare. The 24" market is almost exclusively served by 1080p monitors now. You're really very limited with what's available at 24" if you want anything else than 1080p, and because of that rarity those monitors are gonna be expensive, expect ~$400-ish.
You'd have a much greater choice if you can go for 27" instead.

I'm pretty sure you wont need a 30xx series card to play cyberpunk at 1080p with stable 60fps, atleast if the recommended 1060 is anything to go by, i would advise OP to look for used graphics cards aswell, you might be able to find a 20xx series card for a good price

Do you have some recommendations for the updated specs? I've toned them down in my OP since it was made apparent to me that my initial specs blew my budget (and for the new budget, cause I failed to double-check my budget before posting).

On the issue of monitor size, I'm currently using a 20" at 1080p. I don't have enough space to push a monitor far enough back for a 27" to be comfortable for me to use.

It's edited now but the original post specified 4K resolution

There's several ways to go really. I won't be recommending any GPU's in these builds because I can't in good conscience recommend any new GPU right now. The old generation (Nvidia RTX 2000 series and AMD RX 5000 series) are severely overpriced as a new purchase when considering the improvement we'll get in ~a month from now, and the 3080 is way overkill for 1080p and you can't actually buy one anyway.
If you don't want to wait for the Nvidia RTX 3070 or AMD RX 6000 series, then you should look at the used market for an RTX 2060Super/2070Super or RX 5700/5700XT.

    Option 1:

    PCPartPicker Part List

    CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor ($199.99 @ Best Buy)

Motherboard: Asus TUF GAMING B550M-PLUS Micro ATX AM4 Motherboard ($127.99 @ Newegg)
    Memory: Crucial Ballistix 16 GB (2 x 8 GB) DDR4-3600 CL16 Memory ($74.99 @ Newegg)
    Storage: Crucial MX500 1 TB 2.5" Solid State Drive ($91.99 @ Newegg)
Storage: Kingston A2000 1 TB M.2-2280 NVME Solid State Drive ($117.49 @ Staples)
Case: Corsair 275R Airflow ATX Mid Tower Case ($69.98 @ Amazon)
Power Supply: Silverstone Essential 650 W 80+ Gold Certified Semi-modular ATX Power Supply ($94.99 @ Amazon)

Both of these will be very similar for gaming so you can choose either one really.

    Option 3:

    PCPartPicker Part List

    CPU: Intel Core i5-10600K 4.1 GHz 6-Core Processor ($274.89 @ Amazon)
CPU Cooler: ARCTIC Liquid Freezer II 240 56.3 CFM Liquid CPU Cooler ($99.99 @ Amazon)

    Monitor: AOC 24G2 23.8" 1920x1080 144 Hz Monitor ($179.99 @ Amazon)
    Total: $1164.29
Prices include shipping, taxes, and discounts when available

More expensive so it gives you less of a budget for a GPU. You could skip on that 2nd SSD drive (the MX500) though if you're OK with just 1TB. CPU and cooler is better (for overclocking), so a bit better performance.

    Option 4:

Same as option 1, just replace the CPU with the upcoming Ryzen 5600x. It would add another $100 to the price and probably equal the performance of option 3.

Thank you very much! I was so lost on where to even start with any of this, now I've got some solid options to choose from and a timeline for when I'll be building. I'll wait for the next gen GPUs to come out, and then wait some more to see if any of them metaphorically explode, and then pick from them.
