Isn't 10-14 like 30 minutes to an hour? Doesn't seem too disruptive, especially if it works as a two hander until then. I'd be surprised if they ended up changing this in any way, it seems like that's how they intended for it to work.

I’m leveling a Druid and I got improved stealth at 16 (as feral), a level before I got actual stealth at 17.
Definitely some things that got overlooked.
My bad actually. As someone said, Raging Blow does require a weapon to be equipped in the offhand slot, though the tooltip just says "requires melee weapon". So from 10-14 you can play with the artifact but not using Raging Blow, or use 1 handed weapons. Hopefully it gets fixed, though I can't imagine it will have a high priority atm.
While I can see how this is a technical oversight, how long does 10 to 14 actually take? 20 minutes maybe?
It sounds like an extremely low priority thing to "fix".
That disc priest one is a bug. In the Prot Warrior one you need to use Heroic Throw, but it gives you the spell as a quest ability

Yes, you need TG. You can equip the artifact, but since it's two-handed, it just never spawns the offhand weapon, and you can't equip anything in the empty slot.

it doesn't matter if it's 1H or 2H, you can't dual wield at all until 14, even though you do have a skill that NEED it to works but the only thing that show it is the descriptive of the skill (strike with both weapons) but only show in red that it requires melee weapon, singular.
it doesn't matter that it's only for 4 levels that goes very fast, it only show that there a minor stuff that got glossed over or maybe pushed down the priority list, and maybe we can take that as a warning that many others things were overlooked.
some releases were already full of bugs but everything looked polished still and it needed only a bit of time for the hotfixes. but I read most horfixes since the patch and some stuff should have been tested and corrected already, the PTR was long and there should have been enough testers to find all those problems. (like raging blow 4 level before DW, or the drood improved sneaking before the actual sneaking)

You can dual wield one-handed weapons at level 10. But a level 10 doesn't have two weapons of any decent quality, and none drop in Legion content. It's just sloppy.
At least some tanks get their taunt at level 14.. that is also kinda backwards as far as tanking goes, but at the end of the day these 4 levels take minutes to pass. It's certainly not elegant design in the slightest, but not earth shatteringly awful either.

Just use two 1 handed weapons with crusader, 200 strength while leveling is better than any artifact weapon could dream of being lol. Crusader is broken while leveling and it makes you literally melt shit.
