    Huh... I suppose I haven't done research in a professional manner yet myself, but I was always told to work around 95%. However my professors did say it does depend as with your example.

    95% is the standard. With the sheer number of votes in Georgia they could hit 95% without issue. However, as that article states, this seems more like a test run with small hundreds as opposed to large hundreds/a thousand.
