Pretty sure I have had it loaded into steam at one point or another. Doubtful steam would keep selling a game you can't play at all.

That edition was reworked to work without Games for Windows Live

The only caveat is that Multiplayer isn't available

I mean they sell some old games that are actually unplayable without 3rd party software.
But if you're gonna buy old games you should just use GOG anyway

Pretty much every classic Doom game before the unity port required DOSbox or a source port to be playable,and even now some of them still do,like the masters level collection for example

It was remade last year, works without GFWL.
P.S.
Do note that there have been quite a lot of radio station changes, because Rockstar decided to cheap out when licencing expired after 10 years. Mods are available to fix that, if you feel like it.
