Hi guys, are you supposed to enter Eclipse before big cooldowns? I thought CA resets surge counter, or is it to get 1 or 2 surge in before CA? thanks

Convoke should fill your bar entirely, so it's more about not wasting AP.

Best to convoke when you CA for double dip on BOAT(each eclipse grants 40% crit chance)

So you generally want to ONLY convoke during an eclipse - If you have the Crit legendary, right at the start for maxmimum benefit. Convoke does not reset the Starsurge damage/crit enhancement of Eclipse. If you have to delay Convoke by 3-5 seconds in order to get into a new eclipse, do so. If possible and CA isn't up for Convoke, attempt to Convoke during a Solar Eclipse so that the Wraths benefit from the damage.
