You're saying that post-Teldrassil burning, Elune sent the NE souls to the Shadowlands / her sister? Not that Elune was cause for Teldrassil burning but simply miscalculated by allowing their souls to pass her to the Shadowlands?
Sooo Elune forsaking the Night Elves by not protecting them happened.. and then Elune did it again by accident by sending them to the Maw.
That isn't at all clear, even that isn't really discernable just from this cinematic.
However if true then it would imply Elune has her own realm that is separate from Azeroth and perhaps the Shadowlands, akin to Odin, for souls of her chosen? If that's the case, why are the shadowlands even necessary?
This is all to claim that Night Elf souls should EVEN BE anywhere other than Azeroth, what with their Wisp forms / return and tending to the forests part of lore that seems to have vanished.

The Burning of Teldrassil isn't really that different from the half dozen or so other wars that have led to the deaths of many Nelves, if Elune didn't swoop in personally during the War of the Ancients or any of the Legion invasions why would she for the Battle for Azeroth?
Night Elf souls usually hang around as wisps, it seems that after the burning of Teldrassil Elune sent them to her sister to aid in the famine.
It's easy to speculate when it comes to Elune, just think of the dumbest way possible blizzard could make her, and poof, there is your answer.
Okay, so she can't intervene on Azeroth to save them (even though she does through Tyrande / priestesses of Elune)...
But once they're dead she has agency for some reason and can intervene on Azeroth to direct their souls as wisps.
And not only that send them physically in some fashion to her sister despite having no knowledge of the Shadowlands arbiter breaking / Maw being a thing, like Amazon dropping off a package that is snatched by a porch-pirate? There's even zero guarantees the Winter Queen ends up with a majority of NE souls -- just because she owns the nature-y place doesn't mean all would end up there even in normal circumstances.
I think it's Bipolar. But I don't think it's something beyond that.
She's a life lord. Just like the eternals are death lords.
TO FIX WOW:1. smaller server sizes & server-only LFG awarding satchels, so elite players help others. 2. "helper builds" with loom powers - talent trees so elite players cast buffs on low level players XP gain, HP/mana, regen, damage, etc. 3. "helper ilvl" scoring how much you help others. 4. observer games like in SC to watch/chat (like twitch but with MORE DETAILS & inside the wow UI) 5. guild leagues to compete with rival guilds for progression (with observer mode).6. jackpot world mobs.
Can we not use bipolar as an insult or to describe a character being erratic or whatever?

So, this is a really interesting point. Does the Emerald Dream contain Elune's realm like the Shadowlands contains Ardenweald? The cosmology chart would tend to suggest that.
Now that we know Elune is the WQ's sister and Life counterpart, that raises some questions:
If the Winter Queen is in charge of taking dead spirts and bringing them back to life, does Elune take living beings and kill them?? O.O ya know, balance...
If spirts like the Wild Gods travel from Azeroth ('Reality') to the Shadowlands and back via the Winter Queen, whats the point of the Emerald Dream in the grand machinery of creation?
Why do the Wild Gods even reside in the Shadowlands at all since they are creatures of the ED. The Bastion daily sorting quest tells us that demons and Naaru both are sent back to their respective planes.... seems like an odd exception.
