Racial discrimination is never okay, I don't care what sort of holy reasoning about "empowering minorities" you give yourself to justify racist practices against the colors you don't like.
The guy of your example deserved a fair shot at getting hired equal to anybody else, not a tie-breaker based on skincolor. That's heinously wrong.
