And I care about endgame pve content? For what reason? Sure the raids are fun first time through... or at least they used to be, but now its u do one thing wrong gg. So even then endgame is trash.
A majority of the alts are blood elves, yes. If you are trying to tell me that it's all numbers, you gonna tell me that all the warlocks are playing blood elves? Nope, if ur really talking numbers, then blood elves are only for a select few classes, with one being completely limited to it. But if ur talking players that dont care about top percentile, then yes, my nightbourne warlock looks absolutely amazing in her MoP challenge mode set.
Humans? Because human racial op in pvp. Gtfo. Doesnt change what I said about story. Alliance is dogshjt for story. Come back when alliance lore ain't garbage and human plot armor device is gone.
Oh wait, ya cant, since the story for both sides has been garbage for years. Topkek. But, if we look back on the all the stories from this point, all the way back to classic... yea horde beats alliance hands down.
I think the best route is to just allow cross faction grouping, but leave the various quest lines/npcs as they are.
So an alliance can go party with horde in neutral areas, but if they try to hang out with them in orgimmar they effectively get chased out.
Effectively the factions remain, just the player isn't chained to them. If they want to be alliance or horde proud they can flag in warmode.
To go back and make all quests/areas neutral would be a real mess, not to mention kind of weird given many quests are effectivey mirrored for both sides.
That's what Rift did years ago.
You could play with each other, even go questing, but you were not able to go into any faction-area of the opposite faction, as the guards would really like to kill you.

Roleplaying someone who is friends with i.e. an Orc, as Human can't be less RPG.

Alliance racials ARE better, but they would lose much of their supporters. Many people are just not in the position to level and equip multiple characters in literally no time, because Limit/Echo switch the faction. Losing out on people who funnel gear/gold will surely be a lost race. Ofc not counting the whales who would simply switch faction to with money, but those are actually not many.
Auction houses are already crossfaction and have been for some time now. This however is something I have to wonder why they haven't rolles out to classic realms, at least imbalanced ones. It literally solves one of the biggest problems (making/spending gold). Doesn't solve all the problems but it helps. Unless you mean linking all realms.
I think there's just no strong Alliance voice anymore, Alliance exist as a punching bag. It's like it's going to take literally everyone rerolling Horde to cause a stir and even then they'd probably just make merc mode for dungeons/questing a thing and which point it's all just Horde playing as Alliance reaping the only benefits and then switching back.
You wanna see everyone switch factions? Add a permanent determination buff, active in dungeons/raids/world that increases health/damage/healing by 1%-10% to whichever faction is the minority on a realm, based on the imbalance. Mythic world first just got a lot more interesting and you'd have people jumping ship so fast until the buff was 1% or less. Could see guilds changing faction midpush (more money for Blizzard) as well efforts made to destabilize that imbalnce to offset competition.
In all of that though, maybe a balance is found. Do that and/or increase the war mode rewards and/or make them baseline even with warmode off. Literally bribe people to play Alliance. It's the only option to bring back faction balance.
Faction restrictions for world+PvE removal, plus free faction transfers.
But honestly, with the amount of money they make with these - and having in mind that, even though annoyed at the situation, you are still paying and rewarding them - that ain't gonna happen. lol

Limit could have switched to alliance during dinner time while they progressed on sylvannas to get that last % they needed. They didn't. Now you better tell them to roll alliance next time.
Welp, you are the first and only one who's going enrage to anyone saying that alliance got better racials. Stones and glasshouse or something I guess.
Racial power is that low that it wouldn't have changed anything at all, which is why no sane person, not even world first people, switch factions for this miniscule amount of dps/supportive gain. Doesn't change facts - but as said before, you just want to rage around, which means I'll just stop this discussion with you - have a nice one(?).
There is no fix to this issue beyond removing the barrier to pve content between Horde and Alliance
No racial advantage of any kind is going to change that if you want to do group pve beyond daily heroics that you're better off horde. It's a population issue.
Suggestions that would have fixed the issue during Cata when the major exodus started will not affect now

Half of the players from the WF guilds changed races a dozen times during the WF race. Heck didn't every single one of them who could switch to goblin did so during Painsmith progress? PS: they switched back afterward.
These guilds do absolutely everything for the slightest advantage they can get. If they thought alliance had better racials, they would swap.
Alliance has comparable, if not better racials in Classic, Horde is still more popular. It's not the racials. If anything they need to expand on racials because they are super boring right now.

Honestly only blunt force would work at this point, and they won't do that because transfers are big business for them.
With blunt force i mean the following:
Disadvantaged side gets less (or no) costs transferring to, advantaged side gets additional costs for transferring to.
Likewise: Disadvantaged side gets additional costs for transferring from, advantaged side gets reduced costs for transferring from.
Boosts would likely have something similar, though with no "no cost" scenario.
Additionally stuff like the scalable warmode bonus is kept, to produce in-game incentive to balance.
This is a signature of an ailing giant, boundless in pride, wit and strength.
Yet also as humble as health and humor permit.
Furthermore, I consider that Carthage Slam must be destroyed.
Faction transfers free of transfer. Really.
I know they won't do it but they ought to. I don't want to play Horde but finding good Alliance groups has become noticeably difficult.
At this point it really wouldn't help. Racial's caused the imbalance at the start but at this point they're pretty minor and momentum is it's own issue. People just gravitate to Horde naturally now as the majority of the player base are there. Removing them isn't a reason to move back to Alliance.
You'd have to swing them in the other direction to see a faction migration to follow this which wouldn't be fair or balanced. Inertia is it's own thing and Blizzard long ago lost control of that car on the hill.
Nothing will fix the faction imbalance besides removing them. There is the problem of one factions gain being another's loss with the game's population itself dwindling. It's just bad optics to have someone new to the game log in on a dead faction, dead server.
