The answer to that is simple and ugly.
The know that a good chunk of their remaining subscribers are completionists, perfectionists and other types of OCDs who want to have their transmog sets match in all slots. This is why they take matching pieces and spread them out across different types of content in order to take advantage of psychology and trigger a compulsive feeling that will likely make you do said content you would otherwise never touch or go to great lengths you wouldn't normally do just to satisfy that psychological itch.
This isn't the first time they did it in this expansion by the way.
Take a good example at Warplate of the Harmonious for Kyrians.
The complete set can be acquired by getting high enough renown and spending 24000 anima and about 200 grateful offering. That's something you're likely to grind passively over time.
The matching shield however requires a mythic token from Castle Nathria.
If your compulsion is strong enough you'd likely go out of your way to form pugs past its patch or buy boosts just to get that last remaining piece in order to get rid of that pesky psychological itch that is at the back of your head.
Feels filthy does it not?

Spent some time gathering the armor and such, but I have my new armor for my paladin!
Finally finished the Trial of Ascension minigame for Kyrians!
Would love to use a different tabard, but that damn thing just fits soooo good with a lot of sets.
