Someone in the 9.X/10.X speculation thread thinks that the Jailer took the Progenitor Protoforms and used them to create his own copies of the Eternal Ones, in order to have them take over when he kills the real ones.
99% chance The First Ones are not supposed to be major characters & are just a cheeky way to metaphorically refer to the original developers of Warcraft, whom none still work at Blizzard. Like the Dwemer in Elder Scrolls.
And explaining too much of the origins of the universe ironically makes fantasy settings feel less special.
The implication seems to be that these are enslaved copies that the Jailer has created to stroke his own ego, basically creating his own pet pantheon of Eternal One replicants using the Forge of the Progenitors within the Sepulcher. Whether or not this is how the original Eternal Ones were made, or if any other godlike beings like Elune or An'she were made here, isn't really known.

I think there's a point being missed here: we still don't really have any idea in what capacity The Winter Queen and Elune are related, or even what sister means, and because of this there's still this assumption that Elune is somehow a part of Death? Maybe in a technical sense if you look at the cycle of Life and Death..
We've already seen what sort of power Elune has over the realms of Death, which is very little, which was re-directing Nelf souls to Ardenweald instead of the Arbiter for judgement during BoT (okay this might be a big deal but it isn't very material or relevant in the grand scheme of things). She is still most definitely some higher-level being of Life or Light, or something more primordial, so having a Prototype Elune in The Sepulcher doesn't make any sense when it creates afterlives.
Sister could still just mean beings of great power who fulfil a purpose within the order of the cosmos. The jury is still out on if Elune is a First One herself (unlikely), a creation of the First Ones (I think unlikely) and leads the Pantheon of Life/Light but is kind of rogue, or she is a being formed shortly after the Light and Void were created and she simply just agreed with the modus operandi of the Titan's and felt a personal alignment with their objectives.
In the end, Blizzard will piss all over this story no matter what they decide.

I severely doubt this was what was intended. When they said they made "everything we know" they made every physical thing. But the Naaru, Void Lords, Old Gods are an outside consciousness manifesting in a physical body. The First ones made magic crystals. The Light, a separate force, filled it with consciousness. From the looks of their technology, they didn't make souls. Souls is what they need to fuel all their tech.

When he says "Known Universe" he doesn't mean the cosmic forces because the Cosmic forces are almost entirely UNKNOWN to us.
Honestly, that what it seems to me, too. Nothing about "the First Ones" ISN'T just like previous Titan lore. It's just "oh, you thought THEY were the creators? actually THEY were created by even older gods!". May as well rinse and repeat, since eventually people will ask "well where did the First Ones come from?". Unless we, the players, wind up being "the First Ones", and there's some weird timey-wimey bullshit again.
