I would buy it and put it without your other trinkets. unless it contains a curse. Hope this helps. I would like to know which version of Warlock you have.

trash, the buff it self needs to be buffed, the trinket has no base primary stat

I have this trinket at 272 on my Havoc DH. The only annoying part of it for me is the third debuff which slowly bleeds you. This is especially annoying when there is a lul between fights. But once you cycle the trinket to the "get all stats at once" buff, all debuffs vanish.
So it is useful to some degree, but if I could replace it, I would. However at 272 it is quite a lucrative piece for increasing my gear level.
