I don't know about any kind of consensus, but what I think is that the nuclear threats are all talk, and nothing more. Russia might go for other dirty tactics, like chemicals, but not nuclear.

And while the invasion is bad for Russia as a whole, it's not going to topple the oligarchs. They will remain rich and powerful. Which is why I don't think nukes are going to be used, because that's pretty much a guarantee they will lose their life of luxury, something I doubt they are willing to piss away like that.
