    Their 'seat of power' is literally the whole planet.

    Draenor didn't have a designated HQ for its elements either, and their elements aren't as chaotic and unhinged as Azeroths are.
    The chronicle map doesn't help either as that's just how the Black Empire segregated them.

    I wonder if they will remove it for 10.0. It will be nice to get it when soloing old content even if that likely won't happen until 11.0+. I wish Blizzard would have a "moose mount" event at the end of each expansion where they encourage guilds to carry people for free somehow. That was a pretty cool thing for the community to have happen back then.

    It shows their territory after the war the Elementals had with the Black Empire. So it is possible that they had a different "home" then the territory shown. We have yet to see a map of what the Elementals ruled over prior to the Old Gods conquering them.
