yes, but only for dungeon spam and maybe off tanking adds, it doesn't have the survivability that blood does (or the self healing) and doesn't have the raw mitigation that unholy does, and because the game client will be running on 3.3.5, the only real tank specs for DK from the get go will be single target blood tank for bosses, and unholy tanking for magic damage heavy bosses, frost kinda died during TOGC as an actual viable end game tanking spec for raiding, but was fine mostly as the dungeon tank spec.
All specs are viable for both DPS and Tanking in their own ways. People typically go blood for tanking though.
you have several talents that are there for dps and not for tanking, this is something more akin to what you should be using to tank, i'm going purely off memory on this but if i remember right this is what you should be looking at:

Obliterate is for frost. If you're blood you are Death Striking for UH runes. If you want to DPS you then spam Heart Strike, or Icy Touch if you are tanking.
As others mentioned it before, its for frost, on clothies it will be your hardest hitting ability, while frost strike is your main damage on high armor targets.
