Her daughter is a narcolepsy aid and unlike her similarly afflicted mother, doesn't have a visual identity or familial relationships that allow drama to be wrung from her despite that. We've two others trying to measure up to their predecessors just from the dragon roster in the same expansion, not to mention the profusion of Talanjis and such in previous expansions. Merithra can be happy to hug her mom rather than be an orphan and go back to the periphery.

Did they even gave some more precise reason for why he must stay in craplands, or is it just that?

Freeing Ysera from the nightmare and kill Xavius. Save darkshore from shattering and swept into the ocean. With Hamuul and Cenarius banish Ragnaros from Azeroth back to the Firelands.

Do you even read or actual look at the reason he is staying in Ardenweald? It says so right in the cinematic.

While I don't really think the whole "slap in the face" argument holds much water considering Malfurion isn't really dead and is more or less still in the cooler where he usually is, I do agree there's no need to bring Ysera back after her death in Legion, doubly so in light of the fact that she's still a shade in Shadowlands. Just make Merithra the new Green Aspect in her stead, pass the torch on to a new character, and so forth. Ysera had a good death and a touching denouement, bringing her back to life through this kind of external wizardry just cheapens both stories.
