And conservatives were spreading it all over social media like it was some kind of major gotcha against welfare. Considering this is a discussion about a proposed change to SNAP benefits in America, yes, I'm discussing this from an American point of view.

Nope, it is a federal program, all SNAP changes have to go through the department of agriculture, since almost every farm bill has the SNAP part added to it.

Only the US congress can change this, not the Iowa congress, and the Secretary of Agriculture and Congress determines what SNAP benefits can and cannot be used on. Since this is not in the Iowa Budget, they cannot change it.

Just to clarify for everyone still arguing, the IOWA Congress cannot change this program, as it is a federal funded program with the farm bill. The morons in the Iowa legislature cannot change what it can and can't be used on.
