I'm a bit confused. What nukes are we talking about here? The ones in Belarus, or am I missing something and the Russians are now aiming nukes at China or something?

Yeah, those ones. China has a very clear view nukes should not be housed outside the country that owns them. For russia to do it right after the meeting and when China was organising a get together of central Asian states without russia, it's little wonder Xi isn't happy.
