The proc Norgannon's Command seems extremely rare on bosses. For instance we have a 6 people with the trinket. It proced only 6 times on a 5 min fight.

You do realize you need to have all 5 unique buffs active at the same time for it to proc the Pantheon's empowerment (with Aman'thul counting as whatever one is missing)? 6 people with the trinkets isn't a lot for it to have a high uptime.

Since Norgannon's Command is the "empowered by the pantheon" proc it's proc "chance" will increase with the amount of pantheon trinkets in your raid since 4 different pantheon trinkets have to proc at the same time and those guys get empowered and only then will have the Norgannon's Command buff
