Follower Ability in Dalaran Sewers

On multiple occasions I've had other rogues use their Seal of Ravenholdt against me in the Dalaran Sewers. However, every time that I've tried myself, I've been unable to. The button is grey, and clicking on it does nothing. Is there a requirement to use it in the sewers or something?

In 9/10 cases it doesn't work for me either, its probably a bug.
