azerite for alliance, our last weapon one was i think a week ago.

US alliance, last weapon cache was before the ilvl change.

We've had a few weapon OR gear caches, but ever since the ilvl changes went live there have been ZERO weapon-only caches.

Tortollan is trinket and jewelry, not weapon. You cannot get weapons from that one.

I didn't really specify that tortollan one, but I'm sure I'd manage to get a bracer from it too.

I check emissaries every day (US-Alliance), since the ilvl buffs went live there has been zero weapon-only rewards.

100% this. I've been gearing my ally scrub toon through wqs and no weapon caches yet, just az/equipment. A lot of azerite, shame I couldn't get 400 caches until recently
