Non interactive meeting stone in Exodar?

Just noticed that there's a random meeting stone that cannot be used in Exodar. Was something planned to happen in Exodar? a raid possibly that was scrapped?

maybe a dungeon? or maybe they just wanted players to have a way to summon their friends to that god forgotten piece of zone when they create new toons but then probably decided to not to drag people into that limbo of a land.

So a cool tip actually.
back in the old days blizz wanted to add more tutorials but backed out.
this may be a remnant of that, in that a way to teach players about the summoning stones new use but well changed their mind, but left it.
