To obtain the Heart of Azeroth you must complete the quest A Dying World. This quest requires your character to be level 50. The quest is pushed to you when you visit your capital city Boralus or Dazar'alor. There is no other requirement.

If you abandoned the quest line in error, go back to Boralus or Dazar'alor and talk to the Earthen Guardian to help you get back to the Chamber of the Heart.

Don't worry if you missed out on AP (Artifact Power) grind in Legion, or if you missed out on AP (Azerite Power) grind in BfA...you get to do a whole new AP (Anima Power) grind in Shadowlands.

Of course, Blizz says this grind is different because there are more ways to grind AP in Shadowlands...

How do random battlegrounds while leveling work? One level 20 has azerite necklace and the other level 20 that chose outlands doesn't? Did blizzard remove stats/gear from leveling PVP? Otherwise this is a balance disaster.

The heart of Azeroth is still obtainable, but much like Legion artifacts, no longer necessary: You'll get the Heart acqusition quest when you obtain a piece of azerite armor

im 100% you cant drop azerite armor as fresh character

It's quite broken but Blizzard has been fairly blatant about it not mattering much after the expansions are said and done. It's just like the Legendaries in Legion.
