Does this mean these are the only times available to test the encounters? Or they only time they are watching? Can you still go to the test server at other times for practice on the bosses?

I'm sure they'll test again some other time. I'm surprised to see all the bosses being tested so fast though. Oh well, guess I can't complain.

That means that's the only time you can test that specific boss. They only spawn each boss for a limited amount of time and take it down after they feel they've tested enough.
