I disagree with some few exceptions, almost every class I've played (everything sans mch and monk) feels complete at 50. The core mechanics that classes will use at level 70 are in place at level 50 for *most* classes and in place at level 60 for the remaining ones, and while play style may shift on the road to 70, that's different from being incomplete.
I like the way 14 feels right now, levelling up matters and there's a clear sense of progression and growing power that WoW lacks. Hell, recent expansions, you actually grow weaker when you level thanks to zone scaling. For the most part, 14 does a good job of giving us new toys to play with as we level while keeping the old ones as essential and a core part of playing the class well (or at all).
I do think this design won't be viable forever, though, and depending on how Shadowbringers handles new class abilities with the spread of active vs passive skills, it'll happen with ShB or in 6.0 for the classes it's not already a problem for. That said, the significantly slower gcd makes having a small army of buttons to hit easier to manage.
