Quick question, is the healing from Smite @ Atonement a smart heal?
Will it heal "a nearby low health friendly target" as it states, or the nearby friendly target with the lowest health?

Will it heal "a nearby low health friendly target" as it states, or the nearby friendly target with the lowest health?
It will heal that friendly target in range which has the largest absolute health deficit. (As opposed to the largets relative health deficit, like some other smart heals do, or targets with the least health left.).
This will minimize overheal and prioritise tanks over others with the same percentage of health left.
It's technically a smart heal, but it is greatly restricted by range. So, (not sure why you ask) it might not heal the person you hoped it would, because they're out of range. So, it might heal someone who doesn't really need it.

Rule of Thumb: If the healer's HPS is higher than your DPS, you're doing it wrong.
There are no smart heals which aren't restricted by range.
Technically, Atomenent has a very very great range, sometimes you can heal targets which are like 140m away from you - if the hitbox of the boss is large enough, you just can't choose where to place the center of the range. It's most useful to heal tanks and melees.
The only bosses I can think of where this is the case, in all of Cata, is Alakir and Ragnaros. And, it didn't even work properly until about 2-3 months ago. So, no, technically Atonement does not have a very very great range, in general.
and not to be a smart ass, but all heals have a range, which as you have stated includes smart heals. But, it's safest to point out, as I have, that Atonement/Smite healing has a really limited range in the grand scheme of things.

I'm not sure if they fixed it but doesn't atonement still heal friendly non player targets also that includes pets and things like DK blood worms?
