ok so i am finding no time to use rime proc's would i be better to lower my haste of just not worry about it

There is always time to use your Rime, you just need to learn to squeeze it in, sometimes it can be hard. Also as you start working towards BiS you will actually drop quite a bit of haste. The technical 'haste cap' is the point in which your runes cooldown faster than you can oblit spam. (IE Alysrazor with 25 stacks + bloodlust)
