Do I understand reverse engineering?

I'm trying to get some blue/epic ear's for L50 guildies, but I'm at an impasse. I've been crafting the dps version of the cunning earpiece (Ion charged power device) and my reverse engineer yielded one with the same exact stats as the green but with 35 defense.

If I keep re engineering greens, will I be able to discover other blue versions of the same earpiece with less shitty secondary stats?

Yes, you will. RE on a green item will produce multiple blue item versions of it (+defense,+crit, +power etc). If you continue to RE the blue items you can get artifact level with a second/third stat to it.
